【看中國2018年6月17日訊】（看中國記者丁曉雨綜合報導）週五（6月15日），美國總統川普(特朗普)宣布，對500億美元的中國產品徵收25%關稅的決定正式啟動。週四（6月14日），白宮高級官員、國家安全官員以及財政部、商務部和美國貿易代表辦公室的高級代表，進行了長達90分鐘的討論，最終做出這項決定。 看中國網站 禁止建立鏡像網站 。

川普總統於當日發布聲明指，對中國500億美元進口產品增收關稅，是針對中國政府竊取美國知識產權、強制轉讓美企核心技術作為合作條件等不公平做法的回應，也是促使美中貿易關係走向平衡的初步措施。

據路透社消息，美國貿易代表辦公室（USTR）稱，美國海關和邊境保護局將自7月6日起開始對第一批清單上818個類別、價值340億美元的商品加征關稅。

這份清單是公開意見徵詢期後，在之前開出的清單上經縮減調整後確定的，刪除了與美國消費者利益相關較大的產品，如中國平板電視等一些消費者購買較多的商品。但汽車仍在清單上，包括通用汽車和中國吉利所擁有的沃爾沃進口的汽車。

路透社在報導中說，USTR還發布了第二份關稅清單，針對半導體、大範圍的電子產品和化工產品等284個類別的商品，USTR認為這些產品得益於中國的產業補貼計畫，包括「中國製造2025」計畫。

《華爾街日報》在報導此事時說，這是美國對中國涉嫌強迫美國企業向中方夥伴轉移技術的做法加強了貿易攻勢。

My great friendship with President Xi of China and our country’s relationship with China are both very important to me. Trade between our nations, however, has been very unfair, for a very long time. This situation is no longer sustainable. China has, for example, long been engaging in several unfair practices related to the acquisition of American intellectual property and technology.
我與中國習近平主席的偉大友誼和我們國家與中國的關係，對我都非常重要。但是我們國家間的貿易很長時間以來一直非常不公平。這種局面不能再持續下去了。舉例說，長期以來，中國在有關獲取美國知識產權和技術的問題上，採取了幾種不公平做法。

These practices, documented in an extensive report published by the United States Trade Representative(USTR) on March 22, 2018, harm our economic and national security and deepen our already massive trade imbalance with China.
美國貿易代表辦公室（USTR）2018年3月22日公布的詳盡報告中記錄了這些做法。這些做法傷害我們的經濟和國家安全，並加深我們同中國已經嚴重失衡的貿易。

In light of China’s theft of intellectual property and technology and its other unfair trade practices, the United States will implement a 25 percent tariff on $50 billion of goods from China that contain industrially significant technologies. This includes goods related to China’s Made in China 2025 strategic plan to dominate the emerging high-technology industries that will drive future economic growth for China, but hurt economic growth for the United States and many other countries. The United States can no longer tolerate losing our technology and intellectual property through unfair economic practices.
鑒於中國盜竊知識產權和技術以及其它不公平貿易做法，美國將對來自中國、包含產業關鍵技術的貨物落實徵收25%的關稅。這包括與中國的「中國製造2025」戰略計畫相關的貨物。這項計畫是要主宰新興高科技產業，推動中國未來經濟增長，但卻傷害美國和其它許多國家的經濟發展。美國不能再容忍由於不公平的經濟做法而失去技術及知識產權。

These tariffs are essential to preventing further unfair transfers of American technology and intellectual property to China, which will protect American jobs. In addition, they will serve as an initial step toward bringing balance to the trade relationship between the United States and China.
這些關稅對阻止美國技術和知識產權進一步不公平地轉往中國至關重要，並將保護美國的就業。此外，它們將作為使美中貿易關係走向平衡的初步措施。

The United States will pursue additional tariffs if China engages in retaliatory measures, such as imposing new tariffs on United States goods, services, or agricultural products; raising non-tariff barriers; or taking punitive actions against American exporters or American companies operating in China.
如果中國採取報復措施，例如對美國貨物、服務或者農產品加收新關稅；提高非關稅壁壘；或對美國出口商或在中國經營的美國公司採取懲罰行動，美國將謀求額外的關稅。
